Background

The proposed Castlerock community is located just off of SR 52 and north of Mast Boulevard, across from West Hills High School in the City of San Diego.

Castlerock is part of the East Elliott Community Planning Area, which allows for up to 500 homes to be built on the site. The development of new homes in a variety of housing styles will help address the future housing needs of the San Diego region and will bring new consumers to the east San Diego retail market, benefiting the local economy.


Pardee Homes is working with the cities of San Diego and Santee, as well as local school districts, the Padre Dam Municipal Water District, Mission Trails Regional Park Foundation, and key community and business leaders, to help make Castlerock one of the region’s best-planned communities. Castlerock will contribute its fair share toward infrastructure enhancements and water, sewer and utility systems, as well as community services such as fire and police protection and schools. Plans for Castlerock also call for the community to eventually be annnexed into the City of Santee.

Pardee is committed to the well-being of residents and the environment, and envisions Castlerock as a community sensitive to the preservation of open space and natural habitat. The Castlerock property consists of 204 acres, of which approximately 95 acres (47 percent) will be designated as permanent open space. Pardee Homes will address concerns for sensitive habitats and preservation through the community’s design.

A community scoping meeting for the Enviormental Impact Report (EIR) was held to collect input and questions about the project in March of 2011. Currently the draft EIR is being prepared and will be released for public review in the coming months.
